Every day we receive a large number of questions from Ukrainians about the general mobilization. To a greater extent, such questions relate to who can be called up and what category of citizens is not subject to mobilization. We will try to give you all answers.
What is the sequence and volume of mobilization? Who is taken into the ranks of the Armed Forces of Ukraine in the first place?
The procedure for mobilization is regulated by the Decree of the President of Ukraine “On general mobilization” No. 69/2022 dated February 24, 2022. The document determines that the General Staff of the Armed Forces of Ukraine determines the order and volume of conscription of conscripts, reservists and vehicles of the national economy within the general period of mobilization.
According to the head of the Personnel Department of the Headquarters of the Command of the Ground Forces of the Armed Forces of Ukraine Roman Gorbach, we know that mobilization in Ukraine occurs in waves. The second wave is currently underway. Mobilization is planned, which means that the General Staff of the Armed Forces of Ukraine forms the order of conscription. Yes, first of all those who have experience in military affairs are called up. The planning of the next steps of mobilization depends on the development of events on the line of contact.
In the first wave, the operational reserve was mobilized – former military personnel who had combat experience or served under a contract. At the moment, military personnel who have been in military service or served under a contract since 2014 are being called up for service. After the completion of the second wave, reserve officers will be called up for service – those liable for military service who have graduated from the military departments of universities. The fourth wave of mobilization for the service will be called up to all residents of the country who do not have restrictions on age and health.
How should the medical examination of persons liable for military service be carried out?
Every soldier of the Armed Forces of Ukraine must be strong in spirit and body. That is why citizens of Ukraine called up for military service undergo a mandatory medical examination. The procedure for passing such a review is defined in the Regulations on the military medical examination in the Armed Forces of Ukraine.
In order to determine the degree of fitness for military service, each person liable for military service undergoes an examination by a surgeon, neuropathologist, therapist, psychiatrist, ophthalmologist, otorhinolaryngologist, dentist, dermatologist. As well as doctors of other specialties in the presence of individual indications.
Before a medical examination, all conscripts undergo a series of examinations:
- general blood analysis;
- general urine analysis;
- serological blood test for: antibodies to human immunodeficiency virus (HIV), antigen to hepatitis B virus (HBsAg), antibodies to hepatitis C virus (anti-HCV), microprecipitation reaction with cardiolipin antigen (RW)
- the blood type and Rh-affiliation are determined;
- a fluorographic examination of the chest organs is performed;
- preventive vaccinations are carried out in accordance with the calendar of preventive vaccinations;
Electrocardiographic study.
Also, medical documents from polyclinics and medical institutions at the place of residence and stay are studied.
At the end of the examination, each doctor writes down in the draftee’s registration card:
conclusion on suitability (temporary unsuitability or complete unsuitability) for urgent military service;
the corresponding article of the disease schedule;
the date of inspection and signs the conclusion indicating his last name and initials and seals it with a personal seal
Based on the results of a medical examination by specialists, a doctor – a member of the draft board makes a final decision on the suitability of the conscript for health reasons for military service and service in one or another branch of the military, which is sealed by his signature and personal seal of the doctor. The doctor makes one of the following decisions
o fit for military service according to columns ODO “A” 1-11;
o temporarily unfit for military service. ;
o subject to referral for additional medical examination and re-medical examination;
o unfit for military service in peacetime, limited fit in wartime;
o Unfit for military service with exclusion from military registration.
Are they sent to the war zone immediately after serving the summons?
No. The mobilized, who have not completed military service, are sent to carry out appropriate professional training in training centers, after which they depart to recruit units engaged in combat operations. The duration of such training is from 7 to 20 days, depending on the complexity of the specialty. The combat training of the mobilized is regulated by the Procedure for Organizing and Implementing Combined Arms Training of Citizens for National Resistance.
Important!
If a man who does not have weapons skills is called up, but mobilization training (training) has not been carried out, it is necessary to call the hotline of the Ministry of Defense of Ukraine to report the violation and give his full name, the number of the military unit to which he was sent.
How to be internally displaced persons with registration?
If a person liable for military service has changed his place of residence, he must be registered at the new place of residence.
Now a large percentage of military units are staffed, and the resupplying continues. But not everyone who comes to the military enlistment office and registers will be urgently drafted into the ranks of the Armed Forces of Ukraine.
If a person evades registration, the legislation provides for administrative liability. Violation by conscripts, persons liable for military service, reservists of the rules of military registration entails the imposition of a fine. However, if the warning about registration and failure to appear at the military commissariat is ignored, the person may be held criminally liable.
